Based on data from the end of September 2009, the number of sheltered homeless people increased 8 percent since June of last year across nine areas — Continuums of Care (COCs) — being followed quarterly by HUD; all but one experienced an increase in the total sheltered count. In addition, the total count of sheltered people in families increased by
10 percent from the previous quarter. Overall, there was a 26 percent increase in the total number of people accessing emergency shelters or transitional housing programs for the first time.
The participating CoCs were chosen to represent a range of different locations, sizes, and types of jurisdictions. They are not a representative sample of continuums nationwide. The CoCs followed in this report are: Phoenix/Mesa Maricopa County (AZ), Bridgeport/Stratford/Fairfield (CT), District of Columbia, Lakeland/Winterhaven, Polk County (FL), Kentucky (balance of State), Shreveport/Bossier/Northwest (LA), New York City (NY),
Cleveland/Cuyahoga County (OH), and Richmond/Henrico, Chesterfield, Hanover Counties (VA).
